Planning Division


Welcome to the Planning Division, a subset of the Development Services Department. The Planning Division currently consists of the Director of Development Services, City  Planner, and an Executive Secretary. The Planning Division is responsible for:


  • Comprehensive planning
  • Sign regulation
  • Small area planning studies
  • Subdivision administration
  • Zoning administration

Boards & Commission Support

The City Planning Division provides staff support for several of the City's boards and commissions which meet throughout the month. Normal meeting schedules are:

  • Planning Commission - meets the 2nd Thursday of each month at 6:30 p.m.
  • Board of Zoning Appeals - meets the 3rd Wednesday of each month at 6:30 p.m.
  • Technical Review - meets on the 2nd and 4th Tuesday of each month at 10 a.m.
  • Design Review Committee - meets 4th Tuesday of each month at 5 p.m. - as needed

Zoning Issues

The Planning Services office provides information to the public on a variety of zoning-related issues and reviews all sub-divisions, lot splits, and major development plans.

How to Apply for Land Development (Planning and Zoning) Application

The City of Morgantown uses the Cityworks PLL platform to provide digital access to permitting, licensing, registration and land development applications. The platform allows citizens to submit applications, pay fees, track progress, and communicate with City staff all in one place. To apply for a Planning and Zoning application, you must create an account and complete your application through the Cityworks PLL portal.
