- INTERVIEWING APPLICANTS FOR THE VACANT FIRST WARD COUNCIL SEAT
In a special meeting prior to its regular meeting City Council interviewed five applicants for the vacant First Ward council seat. The interviews were broadcast live on Morgantown Channel 15 and online. An appointment is expected to be made at a July 27 Special Meeting. The applicants are: - Seth Collins

- CLARIFYING DEFINITIONS IN THE PLANNING AND ZONING CODE
At the recommendation of the Development Services Director, this ordinance clarifies the existing definition of an accessory structure and would remove the existing setback requirement of 10 feet. Second Reading. Passed 6-0.- ACCOUNTING FOR INCREASES TO THE ANNUAL BUDGET
These ordinances would revise the annual budget for the General Fund and Coal Severance Fund to account for carryover from the previous fiscal year, updates to the pension and insurance calculations and an increase in the Coal Severance Fund. First Reading. Passed 6-0.- IMPROVING ACCESSIBILITY AT THE FORMER WOODBURN SCHOOL
At the recommendation of the City Manager, this resolution approved and authorized the city to submit to the U.S. Housing and Urban Development Office a substantial amendment to the city's FY18 and FY19 Community Development Block Grant (CDBG) Annual Action Plan. The amendment will reallocate $19,000 in the FY18 Action Plan from the Home Rehab and Down Payment Assistance Program to ADA improvements at the former Woodburn School and will reallocate $14,000 in the FY19 Action Plan from the Education Services Program to ADA improvements at the former Woodburn School. Passed 6-0.- REVIEWING A FAIR AND FESTIVAL PERMIT FOR THE CRYPTID BASH ON WALNUT STREET
At the request of the applicant, Morgantown Art Party, City Council approved a Fair & Festival Permit for a fundraising event called the Cryptid Bash on August 7, 2021 from 11 a.m. to 9 p.m. at 218 Walnut Street. The event will have live music and artwork by local artists. The applicant is requesting to serve beer from Greenbrier Valley Brewing Company. Passed 6-0.- IMPROVING SEATING AT THE METROPOLITAN THEATRE AND RUBY AMPHITHEATER
At the recommendation of the Director of Arts and Cultural Development, this request authorized the city to purchase seating and related equipment for the Metropolitan Theatre in the amount of $236,276 and for Ruby Amphitheater in the amount of $36,927 using a Master Intergovernmental Cooperative Purchasing Agreement with Omnia Partners. The seats at The Metropolitan Theatre are beyond the end of their expected lifespan and many are unrepairable. The Ruby Amphitheater seating project will provide fixed permanent seating under the newly constructed shared area where no seating currently exists. The funds for both projects were included in the the 2021-2022 Annual Budget. Passed 6-0.- ENHANCING SECURITY AT THE MORGANTOWN MUNICIPAL AIRPORT
At the recommendation of the Airport Director, this request approved of the purchase of a Verkada Video Surveillance System under the OMNIA Partners purchasing agreement to replace its 15 plus year old video surveillance system. The Verkada Security Video Surveillance System is a highly encrypted cloud based solution providing enhanced capabilities of video use and information sharing with local and federal law enforcement agencies. The Morgantown Municipal Airport currently has 24 cameras. The new system will replace all 24 of those cameras and add two additional cameras. The cost of the system through the OMNIA Partners cooperative purchasing program is $46,547.70. The cost without using the OMNIA Partners purchasing program would be $72,194.92. The funds for this project were included in the 2021-2022 Annual Budget. Passed 6-0.- AWARDING THE BID FOR PHASE 2 CONSTRUCTION OF THE RUNWAY EXTENSION PROJECT AT THE MORGANTOWN MUNICIPAL AIRPORT
At the recommendation of Michael Baker International Inc., the project manager for the Runway Extension Project, this request awarded a contract for construction of Phase 2 of the Runway Extension Project to Select Excavating in the amount of $2,374,080.00. The contract award is contingent upon the city receiving fund from the FAA. Passed 6-0.- DISCUSSING HOW TO CONDUCT CITY COUNCIL MEETINGS AND ADJUSTING THE AUGUST COUNCIL MEETING DATES
City administration provided City Council with options and recommendations for holding hybrid City Council and/or Committee of the Whole meetings that allow for some individuals to attend in person, while others participate virtually. These options were based on the current technological capabilities of council chambers. Council requested that staff research how to improve the technological capabilities to allow for a true hybrid meeting of virtual and in person. Council then voted to tentatively move its August meeting dates to August 10, 24, and 31. Passed 6-0.
