Committee of the Whole Meeting Highlights:


IMPORTANT NOTE: Committee of the Whole meetings of the Morgantown City Council are intended to provide an opportunity for the Council to receive information, ask questions, and identify policy options in an informal setting. No official action is taken at these meetings. 


Presentations:
  • YOUR COMMUNITY FOUNDATION REPORT ON ARTS GRANTS 2021-2022
Your Community Foundation (YCF) President Patty Ryan will provide council with an update on the YCF 2021-2022 Arts Grants.
  • 2021 MORGANTOWN URBAN ARCHERY DEER HUNT REPORT
Volunteer leaders with the City of Morgantown Urban Archery Deer Hunt will provide council with a report on the 2021 program.
  • WOODBURN SCHOOL REDEVELOPMENT COMMISSION
Woodburn School Redevelopment Commission Chair Chris Haddox will provide council with an update on the commissions activities over the past year. 
  • CITY OF MORGANTOWN FISCAL YEAR 2023 BUDGET
Morgantown City Manager Kim Haws and Finance Director Kevin Tennant will present to council the proposed Fiscal Year 2023 Budget and Five Year Capital Improvement Plan. 

Items for Discussion:
  • REMOVING THE REQUIREMENT FOR A LOCAL CONTRACTOR LICENSE
Council will discuss a proposed ordinance that repeals the requirement for contractors to obtain a local contractor license through the city. This change is to comply with state law which requires contractors to only need a state contractors license and a city business license. 
  • CITY OF MORGANTOWN FISCAL YEAR 2023 BUDGET
Council will discuss the proposed Fiscal Year 2023 Budget and FY2022-2027 Capital Improvement Plan. The proposed General Fund and Capital budget totals $39.5 million, up 1% from the proposed Fiscal Year 2021-2022 budget. The proposed Capital Improvement Plan (CIP) for Fiscal Years 2022-2027 totals $41.7 million and includes 61 projects. The total CIP funding for Fiscal Year 2022-2023 is $6.9 million and includes 47 projects.
