IMPORTANT NOTE: Due to renovations at Morgantown City Hall, all City Council meetings will be held in the Monongalia County Commission Chambers located on the second floor of the Monongalia County Building at 243 High Street.


Unfinished Business:
  • An Ordinance providing for the Zoning Reclassification of Certain Parcels of Real Estate in the Second Ward from B-1, Neighborhood Business District to B-4, General Business District
    • This ordinance would change the zoning map to classify these properties near Willey Street in the B-4, or downtown, district.  The B-4 district is designed to promote development of a compact, pedestrian-oriented central business district consisting of a high-intensity employment center, vibrant and dynamic mixed-use areas, and residential living environments that provide a broad range of housing types for an array of housing needs.  City Council considers zoning amendments for consistency with the City’s Comprehensive Plan after recommendation by the Morgantown Planning Commission.  The Planning Commission has recommended approval of this amendment.
New Business:
  • An Ordinance providing for the Zoning Reclassification of certain parcels of Real Estate in the Seventh Ward, Tax District 15, Tax Map 55, Parcel 92 from PRO, Professional, Residential, and Office District to B-2, Service Business District
    • This ordinance would change the zoning map to classify this property near the intersection of Burroughs Street and Van Voorhis Road as B-2 Service Business District.  The purpose of the B-2 District is to provide areas that are appropriate for most kinds of businesses and services, particularly large space users such as department stores. Typically B-2 districts are located along major thoroughfares.  City Council considers zoning amendments for consistency with the City’s Comprehensive Plan after recommendation by the Morgantown Planning Commission.  The Planning Commission has recommended approval of this amendment.
  • An Ordinance Providing for the Zoning Reclassification of certain parcels of Real Estate in the Seventh Ward, Commonly known as 699 Burroughs Street, from PRO, Professional, Residential, and Office District to B-2, Service Business District
    • This ordinance would change the zoning map to classify this property near the intersection of Burroughs Street and Van Voorhis Road as B-2 Service Business District.  The purpose of the B-2 District is to provide areas that are appropriate for most kinds of businesses and services, particularly large space users such as department stores. Typically B-2 districts are located along major thoroughfares.  City Council considers zoning amendments for consistency with the City’s Comprehensive Plan after recommendation by the Morgantown Planning Commission.  The Planning Commission has recommended approval of this amendment.
  • An Ordinance Authorizing Execution of a Lease Agreement with POPSHOPWV, Inc. for Space within the Woodburn School Building 
    • This ordinance will authorize the lease of space in Woodburn School to PopShop, which is a longtime tenant at Woodburn. Under this lease, they will relocate to new space in the building but continue to provide the same services offering youth music lessons and groups.
  • An Ordinance Authorizing acceptance of a Deed of Release from the FAA and Conveyance of a Quit Claim Deed to WVDOH for Real Estate along West Run Road
    • This ordinance will authorize transferring airport property along West Run Road to DOH for its West Run Road improvement project.  The property can be used by DOH for road purposes, but it is subject to FAA restrictions that ensure the area can still be used as needed for airport operations.
  • An Ordinance Annulling a portion of First Street and providing for dedication of additional Public Right-of-Way to First Street 
    • This ordinance will accomplish the relocation of First Street to align the intersection with Campus Drive and Beechurst Avenue as part of the WVDOT-DOH road project.  The City plans to annul a portion of the road between Beechurst Avenue and Hall Street and accept a new public right of way easement for the relocated road.
  • Awarding of White Park Tree Bid
    • This bid will accomplish the Morgantown Utility Board’s tree planting obligations under the 2019 White Park Water Line Agreement among the City, MUB, and BOPARC.  MUB is required to replant trees to address trees it removed or damaged when installing the water line.  Last year, MUB asked the City to handle purchasing and installing the trees for MUB, and the City agreed.  This bid will make the trees and planting services needed for White Park available, and MUB will pay for the trees to be planted over the next few years.
