The Morgantown Police Department (MPD) welcomes all feedback from the community regarding the performance of our personnel. You may submit a commendation or complaint using the forms found below.

Please describe the incident or interaction in detail. Include any complaint you wish to report. All complaints will be investigated and responded to in accordance with our standard internal process, see Appendix: Procedure upon Receipt of MPD Complaint.
We encourage you to attach any supporting documents (e.g. photographs, medical records, recordings, etc.), relating to the incident along with your submitted form(s).
Your complaint will be investigated in a timely manner, and you will, when possible, be contacted for an interview by the assigned investigator. You will be informed of the results of the investigation within thirty (30) days, unless the investigating officer is granted additional time to investigate the complaint.
If your complaint is an allegation of criminal wrongdoing, the investigation may be referred to an outside agency for investigation.
After completing the investigation and obtaining a preliminary finding, the investigation will be forwarded through the employee’s chain of command for review. One of the following findings will be made:
Unfounded - Allegation is false or not factual
Exonerated - Incident occurred, but was in compliance with proper procedures and/or laws
Unsubstantiated - Insufficient evidentiary material or witnesses to prove allegations
Policy Failure - Incident did occur. The complainant was wronged in the incident. The officer was correct according to current policy and the policy needs revision.
Substantiated - Allegation was factual and supported by evidence. Employee was disciplined as a result.
If a complaint is substantiated against an employee, appropriate action will be taken. The action may involve counseling, verbal or written reprimand, suspension from duty, or termination. The investigator will inform you of the finding only. In accordance with the law and to respect an employee’s privacy, we cannot release what specific disciplinary action was imposed on the employee.
If it is determined that the complaint is “unfounded”, “exonerated” or “unsubstantiated”, you will be notified. If it is determined that there was a “policy failure”, we will change the policy and notify you of the changes.
